Construction Management: Most of the Job Happens Before Ground Breaks

Why the decisions that shape a project are made long before anyone breaks ground.

Most owners meet their construction manager too late.

By the time the drawings are finished and it is time to break ground, the decisions that set the budget and the schedule have already been made. A construction manager brought in at that point is not shaping the project. They are managing a set of decisions someone else made, and inheriting whatever was missed.

The most valuable construction management work happens in the months before anyone is on site. That is the part owners tend to undervalue, and it is the part that most determines how the rest of the project goes.

What construction management actually controls
A construction manager runs the building process on the owner’s behalf. The visible part is the field: managing the trades, the schedule, the site. The decisive part is earlier. A construction manager in the room during design prices the work while it can still change, plans the procurement, and catches the expensive details before they are locked into the drawings.

The same detail that takes a phone call to fix during design takes a change order and a schedule delay to fix in the field. Construction management, done well, is the discipline of moving those decisions forward in time, to the point where they are still cheap to make.

Where the budget breaks
Cost overruns are rarely mysterious. They come from a short list of sources. A budget priced on incomplete drawings and then treated as firm. Long-lead equipment ordered too late, forcing the schedule to compress around it. Subcontractor scope gaps that surface mid-project as extras. On a renovation or conversion, existing conditions no one investigated until the walls were already open.

A capable construction manager spends preconstruction closing every one of these. The work does not photograph well. It is the reason the final number matches the one at the start.

Construction management or general contracting
Owners ask where construction management ends and general contracting begins. The labels matter less than one question: is the firm that priced the work the same firm that has to deliver it at that price.

When the budget is set by one party and handed to another, the distance between optimism and reality becomes the owner’s problem during construction. When the same team prices and builds, the number is honest, because the people who wrote it are the people who have to stand behind it.

How Promont approaches it
Promont provides construction management inside an integrated model. We are involved through design and preconstruction, then carry the project as the builder. The team that commits to the budget is the team accountable for it. That closes the handoff where most projects quietly get into trouble, long before it becomes visible on site.
